Polish PV Market Overview in 2023
2023-02-15 16:10★ Targets
There should be 32% renewable energy (RE) share in the gross final electricity consumption by 2030.1.
Poland Plans to close all domestic coal mines by 2049 (but it is the only EU country that has not committed to a concrete coal consumption phase-out target).
In 2021, 83% of Poland’s electricity came from fossil fuels, the highest figure in the EU.
The annual power output of solar was 3.8 TWh, or 2.1% of the country’s total electricity production in 2021.
Electricity production per source in 2021 (TWh)
By August 2022, operational solar capacity surpassed 11 GW, making it the largest RE source in the country.
With 4.9 GW of new PV capacity additions in a single year, Poland was the third-largest solar market in the EU in 2022 according to Solarpower Europe.
Poland's PV market is forecasted to maintain its growth trajectory in the years to come, with cumulative solar expected to have ended up at 12 GW by the end of 2022 and set to reach 20 GW by 2025.
The total PV market turnover was estimated to have reached PLN 20 billion (€4.3 billion) in 2022.
Historical and expected solar capacities
* Utility scale * Distributed solar
With distributed solar below 50 kW of capacity accounting for three-quarters of the cumulative solar capacity, the prosumer segment continues to drive the growth of the Polish solar market.
Market segmentation
Planned contracted energy and budget of the new six-year scheme
The Polish government has presented a new RE auction scheme for the development of 13 GW RE projects, including around 9 GW of solar (4.5 GW for both projects below and above 1 MW).
New auction scheme
Dire need to invest in the power grid infrastructure.
As a result of burdensome permitting processes, developers are struggling to keep up with demand for PPAs.
Challenges
Because developers have the option to bid only half of their project’s production into auctions, they have the freedom to enter into Power Purchase Agreement(PPA) or sell the remaining production on the wholesale power market.
In light of the growing demand for PPAs coupled with Poland’s huge PPA potential of around 18 GW (wind and solar) for 2030, solar development under PPA agreements might gain momentum in the upcoming years.
